Dear Mr. Ahmed,First of all, I would like to thank you very much for the valuableinformation about the Management Human Resources that available in your forum.I’m working in a government company which cares about (***********) and it called (*****************). This company is still operating under the government umbrella. As a preparation to privatize the company, the government decided to separate theOur services from its responsibility and now all operation of theservices are under the supervision of the Authority for(************). Now, the government has decided to fully privatizethe company.Now, the Government and the board of directors have decided to fullyprivatize the company. The government has giving us a period of 2 years to prepare the privatization strategy. As an HR & Administration Director, I will be responsible to prepare the HR and administration side ready for this change. However, our management, board of directors and employees are still have the government mentality and one of the challenge is to transfer the staff thinking from government into a commercial thinking (privatization).Company’s Background:- The company was incorporated as a closed joint stock company by articles of incorporation in February 2003, and in accordance with the commercial companies' law No. 4/47 of the country.- The company is a wholly owned subsidiary of the (***************)with 99.99% shares and Ministry of (******************) (fully owned by the government).- The company is a monopoly provider of (****************************) services to the Main Interconnected System in the north of the country.- The company's operation commenced on 1st May 2005.The Objectives of Privatization:The objective of the Government is to privatize the (**************************) Company, through the ultimate sale of 100% of the Government’sshares, within the existing market structure and regulatory framework and in a manner that best serves public interest and that minimizes theGovernment’s future role in the Sector. A further objective of theGovernment is to ensure that the process of privatization brings newtechnology and expertise and world class management procedures to theSector and does so in a sustainable manner, maximizing the opportunity for the long term development of (*************) nationals.Types of Employees:In the company, we have two types of employees:1- Transferred employees from the ministry during the first phase ofthe privatization. Those have a government experiences only, and they are the majority in the company.2- The new recruited employees. Those candidates have a private sectorexperiences, and they are very few.The majority especially all the transferred employees’ resist this changebecause they have to learn something new. In many case there is not adisagreement with the benefits of the new process, but rather a fear ofthe unknown future and about their ability to adapt to it.The Requirements:The Board Members have requested me to do a strategy / plan on as thefollowing requirements.- "set up the main roles of HR during the transition period(privatization). Since already there is a huge resistance from theemployee for these changes, what the role that the HR department can play to improve the current situation.- "What programs, values, motivation tools, initiative,techniques, etc that can be used to reduce the employees’ resistanceforthis changes and to improve their thinking as well as to make them readyand willing to change. As a government company, we have no initiativeprograms since we are still implementing the government procedures.
