This research is a follow-up, and borrows heavily from it, to a previous research of building a framework for achieving the organization learning with knowledge management/organization memory, and through ISO 9000 certification (Zein-ul-abdeen and Alkhatib, 2003). Some organization may not be ISO certified and other certified ones may not desire to change ISO documentation in fear of not meeting continuous certification. This paper updates and modifies the model used in the previous paper and adds specific recommendations for implementing the framework. The paper also presents a case of actual implementation of creative and innovative thinking in a major gulf organization.
